Families deserve clear, consistent information about what happens when a school uses restraint, time-out, or isolated time-out with their child. These interventions, often referred to collectively as RTO, are highly regulated in Illinois due to their significant physical and emotional risks. State law requires that RTO be used only in rare and extreme circumstances, and only when a student’s behavior presents an imminent danger of serious physical harm. Because of these risks, Illinois has established detailed rules requiring entities to document each incident and communicate with families. This resource is designed to help families understand those requirements, recognize what information should be provided after an incident, and feel confident advocating for their child’s safety and well-being.

The following information explains the documentation process step by step and describes the forms and notifications families should expect to receive. The goal is to ensure that every family has the knowledge needed to participate fully in conversations about student support and safety.
